EU Regulation

Compliance with Carbon Border Adjustment Mechanism (CBAM)

A transformative mechanism to prevent carbon leakage and ensure fair competition. CBAM entered its transition period in October 2023 and will be fully implemented by January 2026.

Overview

Protecting Climate Goals Through Carbon Border Adjustment

CBAM ensures that imported products pay a carbon price equivalent to EU products, preventing carbon leakage and maintaining competitiveness.

The Carbon Border Adjustment Mechanism (CBAM) is a landmark EU regulation that entered its transition period on October 1, 2023. CBAM addresses carbon leakage by ensuring that imported carbon-intensive products are subject to the same carbon pricing as EU-produced goods, creating a level playing field while supporting the EU's climate objectives.

02

During the transition period (October 2023 - December 2025), importers must report embedded emissions. From January 2026, CBAM certificates must be purchased to cover the carbon content of imported goods. This mechanism covers six key sectors: cement, iron and steel, aluminum, fertilizers, electricity, and hydrogen.

Covered Sectors

Six Key Sectors Under CBAM

CBAM initially covers these carbon-intensive sectors

Cement

Cement and clinker imports are subject to CBAM requirements, with embedded emissions calculated from production processes.

Iron & Steel

Iron and steel products, including semi-finished and finished goods, must comply with CBAM reporting and certificate requirements.

Aluminum

Aluminum products and their embedded emissions are tracked and reported under CBAM regulations.

Fertilizers

Fertilizer imports require detailed carbon emission reporting and CBAM certificate compliance.

Electricity

Imported electricity must account for carbon intensity and comply with CBAM requirements.

Hydrogen

Hydrogen imports are subject to CBAM, with emissions calculated based on production methods.

Compliance Process

CBAM Compliance Journey

Six essential steps to ensure CBAM compliance

  1. 01

    Supply Chain Analysis

Identify CBAM-covered products in your supply chain and assess their carbon footprint.

  2. 02

    Data Collection

Gather accurate data on embedded emissions from suppliers and production processes.

  3. 03

    Emission Calculation

Calculate embedded carbon emissions using approved methodologies and standards.

  4. 04

    Quarterly Reporting

Submit quarterly reports on imported quantities and embedded emissions during transition period.

  5. 05

    CBAM Certificates

Purchase and surrender CBAM certificates equivalent to embedded emissions from January 2026.

  6. 06

    Ongoing Compliance

Maintain compliance through continuous monitoring, reporting, and certificate management.

Implementation Timeline

CBAM Implementation Roadmap

Key milestones in CBAM implementation

Benefits

Key Benefits of CBAM Compliance

Understanding the advantages of CBAM compliance

Prevent Carbon Leakage

CBAM prevents carbon-intensive production from moving outside the EU, ensuring climate goals are met globally.

Fair Competition

Level playing field for EU producers by ensuring imported goods face equivalent carbon costs.

Climate Protection

Support EU climate objectives by ensuring all products, regardless of origin, contribute to carbon reduction.

Supply Chain Transparency

Enhanced visibility into carbon emissions across global supply chains through mandatory reporting.

Drive Innovation

Encourage development of low-carbon production methods and sustainable technologies.

Global Climate Action

Set a precedent for global carbon pricing mechanisms and international climate cooperation.
